Tibetan Civil Society Empowerment Program

Call for Proposals
The Tibet Fund invites Tibetan non-governmental organizations in South Asia to take part in the 2025 Tibetan Civil Society and Community Empowerment Program. This program aims to strengthen Tibetan NGOs to address community needs in education, health, sustainable livelihoods, gender equity, culture and the arts while empowering local members to serve their communities and drive positive social change.
The primary objective of TCSEP is to increase the impact, effectiveness, and sustainability of Tibetan NGOs working to address community needs not met by other programs or existing services. TCSEP also aims to empower local community members, in particular youth, to actively serve their communities, improve lives, and make positive social change.
Awards will range from $5,000 to $40,000 per grant for continuing partners, and up to $10,000 for new applicants. In addition to offering small grants, TCSEP will provide organizational development training and mentoring to enhance organizations’ effectiveness in accomplishing their respective objectives. New applicants should demonstrate their potential to establish multi-year partnerships with TTF, enabling them to expand their organizational capacity and impact. Existing TCSEP grantees are strongly encouraged to apply to continue their partnership with TTF.
Applicant organizations should align their proposals with TTF’s overall goals of safeguarding the distinct cultural identity of the Tibetan people while promoting self-reliance and unity within the exiled Tibetan community. Proposed activities should be implemented within the 2025 calendar year.

Proposals should ideally include:
  1. Evidence-based solution to a problem, need, or challenge that is aligned with TTF’s goals, and is not being met by other programs or existing service providers
  2. Clear, specific information about the proposed project activities, intended beneficiaries, measurable results by end of project completion, and expected outcomes and impact post-completion.
  3. Information about the organization’s management team and financial structure demonstrating it can successfully deliver the project.
